Tottenham Hotspur Football Club has submitted an application to the London Borough of Haringey to develop its stadium, with plans that include a large public event space.
The proposals highlight an "exceptional public space and a focus for events and activities to be used by schools, charities, community groups, local residents and the council themselves."
The creators are hoping it will become a north London equivalent to Trafalgar Square in its usage.
The development plans also include a single-tier stand, hotel, homes and supermarket.
"This is a multi-million pound investment in the area that brings with it housing, retail, a hotel, supermarket, expanded community services and jobs, and an exceptional public square," said Tottenham chairman Daniel Levy. "We have designed what will be a vibrant area 365 days a year, and not a stadium with dead space surrounding it."
