Over 4,000 visitors from the media and exhibitors are piling into the BT Convention Centre, an area within the ACC.
Speakers including Brendan Barber, general secretary of the TUC, are billed for the event, which is aimed at provoking discussion about the economy.
Elsewhere, the ACC is also finalising preparations for The Davis Cup by BNP Paribas, which is set to take place in the adjacent Echo Arena.
The two events will feature apperances from two famous Scots, Gordon Brown will attend the TUC event, whilst Andy Murray is expected to attend the Davis Cup.
The events are expected to net £2 million for the Liverpool economy.
